卢奎，男，汉族，1963年1月出生，河南省太康县人，1986年8月参加工作，1985年11月加入中国共产党，全日制博士研究生学历，理学博士，博士后，教授。2017年9月任郑州工程技术学院院长、党委副书记。

1986年8月—2007年7月，在河南工业大学（原郑州粮食学院、郑州工程学院）工作，历任讲师、教研室主任、副教授、系副主任，1999年晋升为教授，2001年5月任化学化工系主任，2005年1月任化学化工学院院长。
2007年8月任河南工程学院副院长。
2009年3月任驻马店市人民政府副市长。
2017年9月任郑州工程技术学院院长、党委副书记。
